For most of Cata and MoP during which Blizzard attempted to, and failed, to balance 10m and 25m raiding to have the same difficulty since they gave the same gear there was always a debate about which was easier. Many people will say that 10m was easier because of the lesser need for guild administration, which is true, but on actual encounter difficulty there were many fights that were significantly harder on 10m vs their 25m counterparts.
