Down ranking was a strategy in Vanilla WoW which was a way to efficiently heal or use skills in general.
For healing, the bonus healing you got from gear and buffs had a coefficient which was based on the base cast time of your spells you cast. So you generally used a lower rank slow heal which would not only be cheaper but usually cast slower to get a bigger bonus out of your gear. With great bonuses such as the 3 piece transcendence and blue dragon dark moon card could allow you to almost infinitely single target heal.
